There is a difference between what is required by law and what is actually required. The Clean Air Act allows the Environmental Protection Agency to dictate what vehicles must be produced and sold while still allowing vehicle manufacturers flexibility in how they reach those emissions standards. Manufacturers are required to purchase emissions testing equipment and use a certain number of emissions tests according to the law. If emissions standards are not met, then the EPA can dictate what corrective action they deem necessary. The EPA is not able to dictate what should be done.
